The primary role of the Judicial high council is to be the check to the limited power the Emperor has, and to assist in selecting the next Emperor at the end of their 35 year term. See section 29
overseeing the citizens credit union, and to set the guidelines through which interest free loans can be made available to the public, monitor the status of the empire and to ensure the emperor remains fit to govern and is adhering to the example set by the person of Jesus. See section 31
The Judicial high council is also responsible for ensuring all laws enacted by the Senate of Parliament are in keeping with the constitution. Disputes over law with the Emperor are to be settled by referendum.

Members of the Judicial high council are initially appointed by a new emperor, and serve five year terms and must come from the legal community and representatives of clan mothers. Every five years, members of the bar association elect members of the judicial high council. See section 30
